Never had this on my Saabs, but did wrestle with it on a Mazda. If they are similar (probable, but this IS a Saab), The internal contact in the motor is probably hosed somehow. There is a contact in the motor which will allow the motor to park the blades appropriately. If they do not park properly, it is probably this contact. Remove the motor disassemble the contact plate and see if there is a bent piece. Probably best to replace the motor with a used one if you are not interested in finding the root cause and seeing if it can be repaired.. This does not sound like a normal problem.
