My wife has driven a 95 900S since new, now 70k's. Among a myriad of other problems, what you describe was one of them. After a bunch of washer replacements etc, the SAAB dealer finally said it was the washer pump motor that was faulty, replaced it (equate to about $60 USD) and everything is fine now. Go figure that one??? Actually I think the pump needs to be in top condition to provide enough equal pressure to all nozzles for everything to work.
