The TWICE (Theft Warning Integrated Central Electronics) module has detected a fault with the alarm system. This will probably not disable the car, but it should be checked out. You will need a Tech II to pull the code. The diagnostics are based on the code. Depending on the problem, you may be able to fix the car yourself once you find out what is wrong. One common failure point for the system is the Anti-theft Siren. It is located at the rear of the left front wheel arch under the liner. It has a battery in it, so that if the main battery is disconnected after the alarm is tripped, the siren will still work. The battery in the unit becomes weak or fails. This will set a code. There was a service campaign (now expired) to replace the sirens on some 1999 9-3s and 9-5s. The siren is not servicable, it must be replaced to repair it. You will still need a Tech II to clear the code when you are done. In the US, this would be a warranty repair if the car has less than 4yr/50K miles. BTW, the system is made by Lucas Electronics.
