Gina,
In my opinion the reostat is broke, since the fuses are oke and all the
panel lighting is gone. I asume your fuel quantity indicator works fine
because it is on the same fuse.
The bad news on this is that you have to remove the instrument cluster and
therefor the steering wheel and whole dashboard has to be removed.
