I think that you would have to be worried about melting a hole through the bottom of your garage and down to the core of the Earth, rather than just softening the plastic in your bumper. The "6000 degrees K" refers to the light wave frequency, not its actual temperature. The light is much whiter than that of a halogen bulb, thus a higher "temperature". Personally, I would shy away from installing aftermarket HIDs in the headlights. Rather, I would go with the new Sylvania Xenarc auxiliary low beams (DOT approved - $547 USD from their website) and put them in place of the fog lights, if there is room. I haven't checked to see if there is adequate depth - maybe someone else could comment on this.
