Sounds like the dealer is unsure of the problem. Yes, LPT's have a wastegate. The difference between an LPT and a full turbo is that the LPT does not have an APC solenoid to control boost above basic boost (set point of the wastegate). Lubriplate will carbonize and fall off quite quickly, I would think. As far as bucking, I would first suspect the ignition system before the turbo. The turbo is in a good space, thermally, and it has a water cooled bearing. When these fail, it is usually signified by oil consumption or oil smoke on idle or dropped throttle. See if you can replace the spark plugs if they are older. Replace with NGK. Not a replacement, NGK, it is very important that you read the plate on the car and select the correct plugs. If there is no improvement, have the dealer swap in a known good DI cassette to see if it improves.
