Its all about the tires. I have been driving a Saab 900 since 1985. It did OK with the all season Pirelli P600s, but it was better than most SUVs when I put on the Pirelli Winter 190s. If you really want to drive in the snow and ice you need dedicated winter tires. My Saab is also a manual, so if I had to, I could start in 2nd. I never had any problems stopping in the winter. Your 9-3 SE has those low profile, wide performance tires which are next to worthless in the snow. You need a narrower tire designed for the snow and ice.
