No, basically you can't because the 9-3 system communicates with the 9-3's twice unit in a sense that these need to "know" each other, this is actually a theft protection. As the NG900 isn;t equiped with a TWICE system like the 9-3, it will be impossible to let the system work (unless there exists some trick that I'm not aware of, but I don't think so).
