I used to own a Mini 1000 and an Austin Maestro, both of which took every advantage of paint blemishes to break out into rust blooms. With both I would rub down the rusted surface in the ordinary way then apply phosphating gel. This came in a plastic tube, like toothpaste. It was dabbed on and left for ten minutes (in warm weather -- longer in cold). It would quietly passivate the surface. One wiped it off with a wet cloth and cleaned with solvent. The paint then went on. The overall result was vastly more reliable than when not using the gel. Whether this kind of thing is still done, I have no idea. Modern car paint jobs seem to be stuck on much better. -- Andrew Stephenson
