It sounds like you have a problem with, and need a new one (or rebuilt) what is called in English "Rack and Pinion," a unit which works of the hydraulic pressure from the power steering pump. It helps you steer the car. Sometimes the pistons seize in the unit and that is why it's hard to steer and it feels like metal is rubbing metal. I believe this is a job for a garage, if indeed, that is your problem.
