I live in Salt Lake City, and have experienced similar phenomenon in my '86 9000 turbo. My A/C auxilliary fan wasn't coming on at all, so I replaced it (the fan wouldn't even turn by hand). I also replced my thermostat, and my temperature gauge backed off a little bit from the redline on the drive home on hot afternoons. A/C cooling was better, but still not quite up to the task of the summer heat here.
