I notice the same thing on my '01 9-3 Viggen and I wear a 10.5 size shoe. I don't believe they changed the footwell size between the model years you mentioned so it's likely the style shoe you're wearing. No joke - when I'm wearing my Teva sandals or running shoes, I have no issues with the size of the footwell, but when I'm wearing some of my dress shoes that have wider soles, the space seems more cramped.
