If it's the UK, there's York Raceway (in Yorkshire, near York, strangely!), or Santa Pod in Bedfordshire, and Avon Park Raceway in Warwickshire, I think. They all do 'run what ya brung' days from time to time. Never tried it myself, but I've been tempted... If you had a very accurate speedometer, and a means to hold your speed exactly constant, you could drive past a fixed point (e.g. a lamppost) at 30mph, time yourself for 30 seconds (or 60mph for 15 seconds) and happened to pass another fixed item, there's your 1/4 mile.
