The hot/cold knob turns the heater valve. They are connected via a steel rod (about 16" long). Most likely the rod has become disconnected at the valve end, or is missing altogether. The valves don't fail in the off position - they fail by leaking. Take off the left hand speaker grille, you will be able to see the valve and the rod. But for easy access, take off the lower dash panel. -- Grunff
