This is a common 'fix' with many OBDII cars, not just Saabs. It is not as prevalent with OBDI as a fuel system integrity test was not part of the OBDI protocol. I have a 'gasp' vented cap (one way valve allowing air in) on my '95 9k and no CEL - ever. The Pre OBDII cars (C900, -95 9k and -95 NG900) have a different temperament than the later OBDII cars. I have seen a '94 NG900SET with an intermittent CE light that was helped significantly if not outright repaired by cleaning the engine block ground strap and replacing the battery! This was after a dealer had tried shotgunning it with a new O2 sensor and fuel filter and fuel pump and a lot of shrugged shoulders.
