If you can hear a whistle then its possible that the vacuum lines behind or under the dash are leaking. On a UK 9000T they are all under the drivers (right ) side of the dash and link 2 or 3 sensors ( for boost control ) and then up to the boost gauge. However that shouldn't effect your performance as only the main large air hoses or intercooler can do that. Check all the clips and the dump valve.
