It isn't necessarily the air bag. It could be the circuit to the air bag. There is a ring that allows the steering wheel to turn and still provide an electrical connection to the airbag (which moves with the steering wheel). Contacts to this ring can wear out and become intermittent and that would cause the problem you are experiencing. I don't know what the cost of this part is, but I expect it would be a lot less than $1300. BTW, how well does your horn work, particularly when the wheel is being turned? I believe that the contacts for the horn go through the same ring.
