I would first check the pressure transducer, before starting to think of costly and 'horrible' causes, like a defective turbo unit or ECU. The transducers fail once and a while, specifically as they get older. If you attach a small compressor (or a tyre pump for bicyles will do!) to the transducer, a ohmmeter accross the electrical contacts and increase the pressure, the resistance accross the connectors should nicely raise. A failing transducer shows random values ranging from almost 0 ohms to almost infinite. Same goes for a dropping pressure. I don't know about the 9K, but with my 900, the value is 88 ohms at about 0.5 bar. It may vary al little. When having random figures, the ECU will 'think' the turbo pressure is high and effectively lowers the charging pressure. I had exactly the same phenomena as you are describing and this was caused by a failing pressure transducer.
