Sounds like a burnt out turbo (I have had on which burnt away all the vanes on the turbine wheel, no smoke, no unusual noise, just no boost) or as has been said, wastegate come adrift (the circlip which holds the rod on can rust to nothing, allowing the wastagate valve to flop open, giving zero boost.
