Hello Andrew, I am sorry I do not have a good answer for you ,but have two Saabs that do the same thing. On my 89 9000 2.0 na I did every thing you did and it did not get any better, the only thing that helped some was that on the carbon canister is a electric valve powered from the fuel pump relay. the valve was always ticking, which open and closes loosing vacuum from the intake. The ground wire is tied to the ECU. It would loose or open it ground. I never could find out why, so I cut the wire and ran it to a ground. It help the idle some, the valve would stay closed will running and open when the fuel pump was not running. I not telling you to do that, and maybe someone can answer why it opens and closes so much. But on my 94 9000 cse 2.3 turbo it started to do the same thing. But on it I found a small fuel leak, well maybe just moisture on the joint on the return line near the firewall a foot after the fuel pressure regulator, where it goes from rubber to plastic there is a clamp I tighten, it seems to idle better not 100% and also respond better.
