Some of the TSB's do, some don't. I've never checked closely enough
to see if they all have ranges. I seem to recall that many just cover
"if this problem happens in any 95-98", etc. 

It's only about $29 for alldatadiy.com and if you buy the car you 
will find the full TSB access very useful in diagnosing and/or
carrying out repairs.
