There is a patch for this http://www.gis.co.polk.ia.us/Plug_ins_trouble_shooting.htm This has recently been discussed at the SaabNet 9-5 Forum in depth. The program runs fine on earlier versions of Windows - though I don't recall if it will run on NT machines.
