I'm not sure about what you are saying - Which brakes seize on?? Foot brakes - Calipers or Handbrake - Internal drum brake. If it's the handbrake that seizes on maybe you have them adjusted wrong and the handbrake expansion mechanism is going over centre and stomping on the foot brake makes them release - Just a thought.
