AFAIK there is no legal minimum age in the UK, what is important is that the seat restraint is correct for the age/size of the child. I asked a neighbour, who drives the local plod's rural response unit, about this last year. There are of course warnings (and good reasons too) for not putting a baby seat in the front of a car equipped with passenger airbags, but these do not apply to the type of booster seat you are referring to. So, in the UK at least, it's up to you to decide what you're happy with.
