Subject: heat question

i've got a 1989 saab 9000 turbo that has a heat issue. the car heats up quickly and the heater works. if i sit idling for awhile (like 15 minutes) the heat gauge for the engine runs in the top 1/3 and the heater stops working. if i drive around and get the engine temp down to about half way up the gauge, the heat kicks in again. it's in the 10's to 20's F here everyday. any ideas? i checked the coolant level and filled it-which helped the problem for 3 days and now same thing is happening. do i need to check my coolant mixture to make sure i have enough antifreeze to water to give me a wider temperature range? any help is appreciated.
