It comes down to pulse width. The FI pulses will be wide enough to get the right amount of fuel into the engine. If the injectors are always on, then you're not getting enough fuel in. This could be too low of pressure, or to much restriction (small injectors). I don't think you'd run into a need for bigger injectors unless you get very aggressive with your tuning, but I'd defer to Abbot or Hirsh's info on this. First, let's get your vacuum system sussed. All the tweaks in the world aren't going to help if the plumbing is leaky and/or absent. Sounds like that's making good progress, though. Oh, by the way. At some point, you are going to pull the dash insert. When you do that, you *will* pull off a vacuum hose from the back of the control valve, which will make all sorts of things act strangely. I don't recall the hose number offhand (#39 by 10-year-old memory) but it's just a "gotcha" I thought I'd mention before you get there, so maybe you'll recognize the mistake right away once you've made it. ;) Still smiling, Carl?
