I assume there are no error messages on the dashboard unit/engine management system and or the temp gauge is working OK. I am wondering whether or not your thermostat/radiator is working properly. When warmed up and stuck in traffic say, does the fan kick-in on the radiator to cool the engine down? If not this could be why you are using excess water to cool the engine....
