The accelerator is the input demanding a certain torque and then several limits are applied; max torque at the current rpm, max torque at the current gear, max torque during automatic gearbox gear change. Torque is also limited to avoid going over certain other limits; rpm, max speed, speed set by cruise control. Limits do also change due to engine temperature etc. The limits are gradual, so it can be hard to notice the difference between rpm limit, speed limit, or drag. It is not like the rpm limit and fuel cut off in older Saab turbos.
