If you intend to keep the car, try to do it before next winter.

Well, all you're going to get is a personal opinion. I'm not too
keen on chopping Saabs about. I drive them because they're
reliable, practical yet lots of fun. If I want real speed, I
drive something else.
Personally, I'd just change the gasket, and make sure the car is
running as good as new (so new leads/plugs/cap/rotor/coil/air
filter/fuel filter/clean injectors etc.). I don't have figures
for the increase you'd get from switching to the 2.3 head, but I
bet for normal road use is smaller than the difference between
clean plugs and dirty plugs.
That's what I think, anyway.
