Depends. The US has air quality requirements that just are not there at the same levels in Europe - from my times there, city centers all smelt of diesel fuel. Not so in the US - though smog is a larger problem in Europe and the US in recent years. The US is much more tolerant of industrial pollution, but automobile pollution is clamped down upon very hard. In Europe it seems to be the other way around.
