It isn't so much a liability issue; it has to do with US Federal regulations regarding airbags in vehicles where the back seat (if it has one) can't be used to secure a child safety seat. In that case, the only choice is the front seat. But, as discussed in previous postings, an operational air bag would likely be fatal to a child sitting in that position. The best solution they were able to devise is to install a switch to disable the airbag.
