The electric fan doesn't kick in until the temperature of the coolant in the radiator is high. The ZF auto tranny is much maligned, but it isn't really all that bad. I have 2 9000's, both automatics (a 92 and a 93) and neither has given me any grief. Just do the fluid maintenance on them as required.
