If someone felt strongley enough, to report an individual they could. But is it worth it for that individual to suffer criminal charges for moral wrong doing. BTW, I do not include some one selling individual copies of one piece of software in the same criminal league as the "Companies" that have lockups full of directly replicated copies of expensive software that are sold a knock down prices as originals.
