Robert, I had exactly the same problem with my 2002 9-3 SE Convertible (belt locking on slight downwards incline). After 2 new belts at the dealer the problem had not gone away, they recently transferred a belt from another vehicle similar age to mine with similar mileage and the problem seems to be have stopped.
