The sensor is there for the airbag to determine whether to deploy the airbag 100% or 80%, if the seat is close to the dashboard, to help reduce the chance of injury from people being to close to an airbag when its deployed. The seat occupied sensor is between the cover (leather/cloth) and the base foam, inside the seat, the heated seat system also uses this sensor to enable/disable the heating, it will only heat if the seat is occupied. The belt fastened sensor is a switch inside the buckle.
