They won't stop it, but they will slow it down. If it on the outside, sand off the paint, get a wire brush head on a drill or angle grinder, and attack the rust until you can see bare metal. Then get it coated with a high zinc primer, and have it properly sprayed to match the car. Most of them shouldn't stain paintwork through.
