If the engine restarts immediately and/or you can keep the engine running by giving some throttle, then this is likely your problem. It is operated by vacuum, so it may be something as simple as a disconnected vacuum hose. The other failure mode is that the diaphragm breaks, requiring replacement of the Bypass valve.
