If it is really the by-pass valve (and not something else related) it is easy to replace. There are just three vacuum lines and one electrical connector. The part is only $31 from eEuroparts. If there is a check engine light it might need a TECH 2 to reset it.
I am not sure how oil problems would cause the By-pass valve to fail.
