The whole strut assembly including the spring should rotate together when you steer.
It pivots on the strut mount bearing at the top and a ball joit at the bottom. You can see the top side of the mount under your hood at the top of the wheel well. Its bolted in place and strut rotates in a bearing that is part of it.
I don't see what would make the spring rotate when you steer, but if its not seated on its purch properly it could make noise when it compresses going over bumps.
