The reason it cannot be removed is that the screw cannot be turned all the way in to the SCL since the locking teeth and in the way. I was able to get a grinder in between the SCL and the housing to cut the mounting bolt in half and the lock nearly fell out. The housing suffered a little damage but nothing too bad. Added new SCL and all is well. Hope that helps someone in the future.
