It sure hints that that is what it is.
Your cold leakdown test is kind of weird since it is numbers that I'm not familiar with. It more looks like a cold compression test.
Usually we write leakdown or leak through as 80/100 (or 100/80) meaning you have 20% leak through.
You feed the cylinder 100 Psi of pressure and then look at the second gauge and see what's left.
I don't know if you could get any more proof by going in with a video scope and look at the valve plate when open to see if it is worn looking.
