I'm sure it's a current sense. A 0.33 Ohm 60W resistor would fool it for sure! Not exactly a great solution though.
I would try a much higher value first and see if you can figure out what the current sense threshold is. It may be quite low.
Why can't you power the HID off the halogen 12 volts? That may be enough load right there.
I'm very curious what your setup is. I have halogens and the low bean is terrible. High beam is ok. I did repolish the outer plastic, but that did not help much.
