You didn't say what model. The low side sounds OK for 90 degree ambient temperature but the high side seems too low. You should see pressures change when revving the engine. So assuming the AC clutch is staying engaged it may well be a compressor problem. (Then again if it's a later model Saab with variable displacement compressor I'm not familiar with those and what you'd be seeing on the gauges. Have only worked on C900 and 9000 AC.)
If the evaporator is accessible you might want to check its temperature with an infra-red thermometer. (Sometimes an apparent lack of cooling is due to a blend door not directing the cold air out of the vents.)
