It's both blades. I would expect a mechanical slippage to result in the whole range shifting, but then again I'm not really familiar with the mechanical workings of the wiper system. I've had loose connections at the wiper arm before, and it resulted in the whole range shifting (i.e. it still begins with a clockwise motion, so if it began anywhere above the standard position it continued right off the windshield.)
