I have a similar issue in the stepper motor for the speedometer needle doesn't properly zero itself when I start the car.
If I disconnect the battery, the speedometer needle jumps when I restore the battery. It normally jumps high, but I don't know that it would always go that direction. So if it jumps to 20mph, it works properly except for being 20mph high as a constant offset error.
I've been able to take a thin wire through the opening for the odometer-reset button, and pushing the needle back to zero. That seems OK as long as I don't disconnect the battery.
I need to get the cluster repaired for this issue, and I probably will at some point. But this klunky work-around has been OK so far. I've never needed to drag the needle back to zero any other time besides disconnecting the battery.
