Hello,
Yes it is pretty straightforward and easy to change. Possible reasons for the charge could include mark up on the parts as well as additional charge to access Orio's site to get security access to program the new ecm to the car. Or it may be they are paying someone to come in a perform that programming. I know locally we have a guy that sells diagnostic equipment as well as comes and does on site programming for numerous makes of cars.
That being said I would hope he could get the work done for less somewhere. These ecm failures while not extremely common do happen much more frequently on these cars than on many other Saab's. I believe it is the wonderful location under the hood on the engine. I always liked the better protected in the car locations or even up in the cowl. Good Luck, Bernie
