Just to follow up... I had this happen many years ago on a volvo 850. The normal free travel of the piston was not working correctly and the brake on one side in the front did not fully release.
When you replaced the pads I assume you had to retract the piston. Did you notice the piston was abnormally stiff? I think this happens if the boot on the caliper is compromised and the outer surface of the piston corrodes.
The only other cause of this that I have heard of on old VW's is rubber brake lines that swell internally due to age so much that fluid only gets through under high pressure. When you let off the pedal there isn't enough force to allow the brakes (shoes in this case) to retract.
I'm still betting a bad caliper.
