I always tighten those with a screwdriver-type torx tool. They ALWAYS seem to be tighter when I remove them for an oil change, but maybe only 30% of the time I have to resort to a ratchet handle.
I've never felt like I was anywhere near damaging the valve cover, so maybe I just don't use that much muscle when I tighten them.
