The worst part is actually the under-body engine shield!
but I agree, it is possible to remove and replace the entire bucket without removing the bumper skin. The WIS actually gives different instructions if you are removing only one bucket. The WIS still instructs you to remove the entire under-body engine shield but instructs you to only loosen one half of the bumper skin. It is easier if you remove the under-body engine shield bolts/fasteners only on the side of the car which is receiving a new lamp assembly rather than the full shield.
Tricky to get good access and sight lines to the bottom bolt for reassembly (why no lead threads on this bolt?) but this 62+ year old with bifocals and cataracts was able to do it a few weeks ago.
