You may be interested in hearing that Saab 9-5 models delivered here in Canada come with engine block heaters as standard equipment. I recently bought a 2000 model 9-5 (2.3t) - by far the most popular model here. It has a block heater, but I was given to understand that it is not absolutely necessary for starting the car - even at very low temperatures (assuming that the car is well maintained). The main purpose seems to be to help drive off more quickly, without a lengthy warm-up period.
We currently reside in Newfoundland, part of Atlantic Canada. We also have a Toyota 4-Runner Limited, which doesn't have an engine block heater. The SUV is parked outside year-round, and we have never ever had a problem starting it - even when the car is parked for an extended period of time at very low temperatures.
I'd say, your friendly salesperson has a point...
Regards - Peter
